Parashat Dvarim – The Last Speech

The Parasha opens with a description of Moses’ last speech to the people of Israel. Why was it necessary to gather all of Israel to hear this speech? Is the book of Deuteronomy a continuation of the previous books or does it have a uniqueness and characterization of its own?
